A number of states, Rajasthan, Punjab, Chhattisgarh, Jharkan, Himachal Pradesh now want to return to the old pension scheme. Rohit Kumar: It's responding to the demand of the government employees. He says if you take 20% of all expenditure which belongs to all people and give it to the top 4% of households in a particular state, that is inherently a bad transfer. And hence, it's even bad politics," he adds.
