Drake: A company in Europe was doing some type of plastic buckle. His big concern was weight, which if you're on a military pack where you have a lot of adjustment, weight begins to play. He says the Coast Guard forced him to meet certain strength requirements for PFDs. "The outdoor industry then just became unnatural," Drake says.
