As Minister for War, Toje means to consolidate Japan's control over the Chinese by crushing all resistance. He spent almost his entire career as a staff officer, dealing with problems which are not really military problems. As soon as he's in the cabinet as a minister of war, he then has a platform. Now he was very articulate, very loudly spoken, gave strong opinions. At meetings of the cabinet, Toje did all the talking.
