Can the Fed Not Keep Things Afloat Through Dollar Swaps Abroad?

If the Fed doesn't hike anymore, or they hike in the next meeting and stop, that's actually pretty bullish. I think you could see a scenario where it could be bullish at first, but as the recession gets long in the tooth and the Fed is not responding, then that could flip into a very scenario. Can the Fed not keep things afloat through US dollar swaps abroad while continuing to tighten domestically? Data isn't anywhere close to the point of a Fed pivot,. hence the market reverting, and by data, I mean inflation data.
