Stlipin and the State Council Voted to Propose the Western Zemstva Bill

Stlipin demanded that the court favorites, who had been identified as the ones behind plot, be exiled from saint petersburg. If the czar did not agree, mstelepin said he would resign and walk away for good. On march twelfth, he sent the two chambers into recess and then exiled the offending court favorites. Then on march fourteenth, the czar promulgated the western zemstva bill by arbitrary decree. He stood victorious all right, but he stood completely alone.
