There were no guide lines on how to evaluate the conditions of palots, netting and other cargo equipment for fine air. There was no evidence that failures of the airplane structures or flight control systems contributed to the accident. The manager of the f aa miami flight standards district office said he believed the surveillance of fineairs operations was adequate before the accident. But acknowledged that inspectors were concentrating their emphasis on other areas and not on cargo loading.
