The inquiry has subpoena powers and the power to cross-examine witnesses. The opposition parties have voted three times in the House to call for a public inquiry in the last three months. Part of why Johnston was pitched though for this role was because he was a former governor general appointed by former conservative Prime Minister Stephen Harper, right?
