There are many obstacles to regional cooperation on climate change in South Asia. Most of the countries in the region are dependent on international finance and aid for climate action at the national level. There is a mismatch in terms of who has more capacities or who's more vulnerable, who considers a particular issue an existential threat. For regional policies to work, the nationallevel policies also have to be strengthened.
