VOCA skills, their ability to collaborate, make good decisions, etc. is a skill that starts developing from birth pretty much and continues to develop across the entire lifespan. As that expands that skill has to keep growing in order to be able to apply it in these increasingly complex contexts. And if we don't have the basic skills and don't know how to learn to build upon those basic skills over time then we're never going to become agile enough to cope with the kind of complexity that we're dealing with right now.
