How Does Street Prostitution Work?

Rhode island in 19 80 had tried to up date its laws about sex work. In the process of making their laws very focused on street prostitution, they accidentally legalized indoor prostitution. This is a typical kind of causal inference thing. It's as though there was an experiment run. Because t didn't happen for any reasons that were related to, like, votes. And it never really got challenged. There's no record of broad knowledge that it even happen, that they knew that it had happened.
