By the early fourth century, when Constantine is becoming emperor, that the Christian church has essentially constructed a welfare state. And this welfare state is administered by bishops who own nothing to the traditional framework of Roman power at all. They're completely independent. So there is this enormous cuckoo in the nest. I mean, Constantine is a kind of menacing presence. But it's not like he is dictating what they have to believe. He doesn't know. He's summoning the experts to tell him.
