What Is the Commodification Gap?

The right to buy introduced by the Thatcher government in 1981, I think, has been very decisive. The commodification gap is between housing treated as a non-commodity and public infrastructure. Gentrification happens in a rental system and that rental system is very complicated. What we see with these two examples can only be understood if we do not privilege a particular scale for explaining gentrification instead.
