It's going to be logistically difficult and expensive if the government puts itself in a position as it is doing with this legislation. The other one is cost. Part of the motivation that the home secretary outlined in her speech to Parliament was the amount of money the government is spending on hotel accommodation. It's hard to see without increases in returns and removal capacity, how that problem will go away.
