In terms of the most effective counterterroris finance. In practice, and i have very good evidence for in terms of my own experience, is the roll of financial intelligence in counterterrorism. When you see some of those changes in financial behavior, that starts to tell you an awful lot about where people are heading. Of course, it can generate false positives, but it's been one of the more reliable ways that i've seen financial intelligence used.
