There are lots of other options out there for health care, says Lord Tebbit. You could have a unicameralism in Norway or Sweden where you only have one chamber - those places get along perfectly well. There are lots of options on the menu of bicameralism to choose from that isn't just UK or US. But if you start to reform the upper house, you have to redefine by default what the lower house does and how it works.
