China was on its way out, but it was not going to do so without making a great deal of noise in the process. Ultimately, proved too difficult. So they've tried Pugwash. They've tried the World Federation of scientific workers. And then as you say, they tried the peaking science symposiums. This is the focus of chapter four. We touched on a little bit the amounts of money that were being spent. These were expensive, complicated events.
