How to Prune UTXOs in the RAM of the Nodes

The UTXO set is, it's about 100 million right now. Over time as wallet providers implement these new tap script and SegWit features, there's a compressionary effect on theUTXO set. So over time, while it will increase as more people join, the amount of UTXOs per person or address starts will decrease. The reason that SegWit data is not penalized is because we want to incentivize using that data for UTXO aggregation. Basically, using up UTXOs is cheaper than forming new ones.
