Franklin tower was the very first professor to be indicted under the initiative. He is charged with fraud for failing to take off a box that says he had a conflict of interest. According to his defense, he never signed any contract. And in general, almost none of these individuals have been accused of spying. But there have been cases off academic researchers and professors just failing to disclose their affiliations.
