Introduction

Ruth Ann Viznauskis is the commissioner of the New York State Division of Housing and Community Renewal, sometimes known as HCR. She's charged with carrying out the state's $25 billion five year affordable housing plan that was passed in last year's state budget. We'll touch on how that ongoing plan coincides with the housing compact proposal here in just a minute.
