Bears Are Going to Be Bears
Bears have high rates of recitivism. Bears are not breaking our laws just to spite us or because they're hardened criminals. They're doing it because, shocking as this may seem to some humans, our rules don't apply to them. A bear that is considered a threat too human safety is a bear that's going to be put down. The story likely won't have a happy ending for our unwitting criminal.
