Cromwell and the Stewards
If Cromwell had become king I think the stewards would have been in a much less strong position yes. People weren't loving the stewards very much and it was noticeable that there hadn't been a successful attempt for them to come and seize the throne. Charles first dead and Charles second was a boy when he went overseas so I think that would have made it stronger but ultimately there was a lot undefined about it.
