By 1929, after Jiang Kai Shek named him the chairman of the Yunnan Provincial Government Committee, Long Yun was a national figure in the Republic of China. His beef with the generalismo was that he believed Jiang was being too passive and not taking the fight to the Japanese like he should have back in 1931. He carried out his own foreign diplomacy with the British, French and others including negotiations over long time disputed borders along the Yunnan Burma frontier. In the earliest years of his administration, Long Yun followed Tang Chi Yao's lead in finance his provinces overhead by getting into the opium business in a rather big way.
