The 21 Prasads in Tibet
The list of 21 taras comes from a tantra that arose in india in the eleventh century called the 21 praises to tara. The primary 21 are devoted to describing tara as the great goddess, you know, s the great mother, in 21 different expressions. And then the extra few stanzas are just kind of summing it up and talking about how you can practise to her. She grew out of that stem cell of the original tantra into a more diverse body like a mondola.
