In Paris, the quartermaster of the German troops there did receive the message. There was enough confusion that I think the guy who was in charge of the reserve army at the time didn't know which way to go from. So he sees a chance to basically re-align himself with Hitler because it's clear that it looks like the coup is probably not going to work. And so he tries to arrest Stauffenberg and Obricht, and they in turn arrest him.
