Gaz: What does one mean by state capacity? And then what are the factors of state capacity so er, you know. The academic literature has different ways of thinking about straight capaity. Some measures are just your ability to protect your borders and enforce writ of law. But a modern democratic state expects t state is going to do health and education. So i'm defining state capacity in the book as being fundamentally like a car itself. It means that this is something that comes from the political process or roqet.
