As teams change as there's like turnover in the team over time that leads to a kind of a rot of the program text. And I feel like that's what we're seeing right now with Windows and macOS, which had each had their hey days. New people who come into this legacy code base are forbidden to just throw it away and make it over again. It is just extra baggage now that slows things down even further.
