Elderly people are more hesitant to get a vaccine in China. The government has put out all sorts of anti vax propaganda over the past two years. Some people just have decided not to get jabs because they haven't had covet infections near them ever. In terms of an exit strategy from zero covid this is something, of course, the central government is thinking about now.
