Bush was trying to build coalitions around a precise idea. He saw around him a set of reform movements that were disconnected and represented individual interests that didn't have necessarily a clear solution. And he tried to build a system of thought that intentionally appealed to all of them. It's not always perfect, but they also saw it as vital to the way the political, the way the movement was constructed politically.
