Moody finds Harry as he is doing a very brave and right thing, which is like telling Cedric what the challenge they're going to be facing. He congratulates him for being a good person but at the same time wants him to do exactly the same sort of sinister end. The teacher student relationship is designed to be operating like those are two people with different levels of intelligence. One person is oriented in a larger system in a larger world and the other one isn't.
