The west wants to be sure that it's doing enough to aid the ukranians and slow the russians. But there's also this pressure that if they do too much, if they commit too much, they may go the us. How real is that risk, and how much does it constrain united states actions? I think concern for a international law constrains united states actions more than people probably would think.
