Culture relativism brings up a whole bunch of questions that are difficult to make precise. Cognitivism holds that moral claims are truth apt, which means they're capable of being true or false. Non-cognitivism is this view that moral claims aren't even in the business of trying to be true orfalse. You could think of it as the boo-hara theory: The best translation would be something like murder is wrong.
