Lincoln Says Secession Is Illegal

Arkansas, tennessee, north carolina and virginia went into the confederacy. The other states, missouri, kentucky, a delaware and maryland, are not. And this important because it's going to provide some problems for lincoln going forward. There is no real guidance in the constitution on the problem of how to fight a war against your own people.
