House committee has already said that they're going to hold public hearings in september. They have the power to sapina, call witnesses and things like that, but they can't actually start a criminal prosecution. The most they can do is recommend to the justice department that it pursue criminal charges against trump. But even that, that would be a very big deal, because he is a former president.
