The Origins of American Management in Japan

The CCS stands for the Civil Communications section. Deming had been over there doing statistics work for MacArthur with the census that they held in Japan but hadn't been doing anything down the quality front per se. The CCS was relatively unknown until a gentleman named Ken Hopper who was good friends with Drucker and a guy named Takeo Kato found out about the CCS. And it was made up of a vast number of people that were there to reconstruct all the communication systems.
