Is Female Genital Cutting Circumcision a Difficult Choice?

I don't endorse in any way female genital cutting circumcision of young children. At what point do you really listen to what somebody that you think might be a child or might be an adult you're not kind of quite sure? That I think is a very difficult issue and I don't feel that I have really kind of secure answers to that. But having said that this is a kind of problem that the law is dealing with all the time. It's not something that's specific to particular kinds of cultural groups.
