Sepal was set up under the auspices of the u. N to deal with the question of how to develop the economy and help the economies of latin america grow and recover. The initial impetus behind the organization had nothing, or not very much, to do with the production of ideas. So in some ways, it's sort of like a surprise or a paradoxical turn of events that this institution that is supposed is, in a way some form of part of this international bureaucracy becomes the centre of this intellectual movements.
