For T20 cricket, there is no bar on who can play home. For one day and test matches, there is this league system that you have to win division five first,. Then division four first, then division three, then division two - only 12 nations are allowed in a Test match. India play Timbuktu if Timbukmu is at 108. If the winner game in that stage, it's a huge bonus because not only do they get the assured funding, assured prize money for having played the Super 12 stage.
