The word 'compassion' has been challenging throughout jewish and christian tradition in people trying to understand the nature of god. God's compassion is what will bring about the restoration of israel after exile. So, compassionate and god's justice are not opposite. Their different expressions. But the compassion more has to do with, once he's let somebody sit in the mess that they've made, he will always still be turned towards them for when they respond to him. This is kind of the deep logic underneath that nursing mother metaphor that we looked at earlier in isaiah.
