If state A commits atrocities against the civilian population of contracting state B, the latter is not allowed to retaliate in kind. But what do the framers of the protocol expect? They need to do, turn the other cheek. That is a religious talent rather than a serious military or political proposition. The article outlawing reprisals against civilians will remain a dead letter and notwithstanding it, state B will resort to belligerent reprisalsagainst civilians.
