The Role of Congress in Trade Negotiations
For years, Congress did most things on trade. Up until 1934, Congress essentially regulated trade policy by passing tariff bills. The reciprocal trade agreements act of 1934 put in a new process that is basically the one we have today. There's a long complicated consultation process that has to be adhered to.
