Is It a Boon to the Crown?
I believe the Starks were gaining wealth through this arrangement because of the enhanced trade and opportunities for such and things like that. I'm not sure they had to pay taxes to the crown, it's not entirely clear how that all works. They know they ideally have to send men when called on it, but I'm notsure they're not always paying regular taxes to the king. It just goes to show like military budgets, there's so much that goes into it. You have ships, men, food - and they don't produce anything.
