Is This a Telescope?

A telescope on the far side of the moon may have picked up signals from an extraterrestrial civilization. The environment that we live in, our planet, is super very, very noisy. Can we defend ourselves against an alien invasion? How will the world react if they try to invade? We want human beings to become a multiplanetary species.
