Why SB 50 Didn't Pass?

SB 50 would have upended a century of racialized wealth accumulation in these states, right? I mean, people don't like that. The main source of opposition was local cities vehemently opposed it. There's a broad-based support for more housing, but it's not very deep. And so this is really where the sense of concentrated farms or interest comes into play.
