In 1992 and 1994, the Israeli parliament passed two highly important basic laws. And what these two laws cemented is human rights as constitutional rights in Israel. But there was something missing: The will of the court to intervene or to oversight the government's orders. That change came with a guy named Aaron Barak who became Chief Justice in 1995.
