South Sudan - Is the State in South Sudan in Need of State Institutions?

There are very few state institutions, sometimes none in south sudan. The government was seen by a significant minority of the people as predatory and highly ethnically driven group of rebels. When you start pushing that version of the state into other areas in sasudan, it's seen as a threat. And so when we were trying to make sasedan less dependent on humanitarian aid and build its own capacities, not only were there strong pushes and patterns, but working against that feedback loops.
