Harrell: Government needs to focus on creating programs, doing things that can uplift and support the need to change the narrative broadly. I agree with what Harold has laid out there. There are trillions of dollars that flow within the governmental enterprises. And I think the supplier should reflect the diverse tapestry of the people they serve. This can be effective. It can be efficient. Again, it provides for opportunities to grow minority businesses"
