The Limits of Quid Pro Quo Corruption

But what we're saying is under the narrowest conception of corruption, the kind that Chief Justice Roberts increasingly insists on, quit pro quo corruptionunder the narrowest assumption. No, you can't regulate independent spending because it's quote independent. So there can't be quote, quit, quote, quote corruption.
