The Roman Empire and the City of Rome
There were about 20 to 50,000 Jews that lived in and around Rome during this time. Many Roman conversions to Judaism created resentment among other Romans. Paul is coming there as an apostle to kind of sort this out. He's going to say the things that the Romans are doing are unrighteous and they are ungodly. If you're going to be someone who follows Christ, you have to reject those things.
