This one caught our eye because we remember we were talking about War Games for Reagan. In this game, Ronald Reagan instructs the players to kill terrorists by any means necessary. And then in the first mission you can decide whether you want to throw the terrorists off the roof or keep them maybe for Intel. One of the best games ever.
