The Origin of Life Is a Bottleneck
It's entirely plausible that we could go to a world like Europa or Enceladus and discover that it has the right liquid water, chemical conditions etc. It is quote unquote habitable but not inhabited. And that could be because the origin of life is a bottleneck. The origin of life could be quite hard. So going to these deep ocean environments, going to places on earth that serve as analogs for the conditions that we might find elsewhere is part of NASA's astrobiology program.
